By the late 1960s, many railroads were retiring their first-generation EMD F-unit locomotives in favor of newer road-switcher designs. Rather than purchasing entirely new power, the Atchison, Topeka & Santa Fe Railway saw an opportunity to rebuild its aging fleet of F7 locomotives into versatile locomotives better suited for modern freight operations.
Beginning in 1970 at Santa Fe's Cleburne Shops in Texas, retired F7 locomotives were stripped down and rebuilt into a completely new design known as the CF7. The streamlined cab units were transformed into practical hood-unit locomotives with improved visibility, easier maintenance access, and greater flexibility for local freight, branch line, transfer, and switching service.
Between 1970 and 1978, Santa Fe rebuilt more than 230 locomotives into CF7s, making it one of the most successful locomotive rebuilding programs ever undertaken by a North American railroad. Their distinctive appearance, featuring a unique hood design unlike any factory-built EMD locomotive, quickly made them favorites among railfans.
After their service on Santa Fe, many CF7s found second careers on regional railroads, short lines, industrial operations, and leasing companies.
